The following are proposed revisions to the U.S. Code for the purposes of furthering metrication. If you have suggestions for improvement of the following proposed changes, please post a comment on my LiveJournal or send a message to me at dygituljunky @at@ dygituljunky .dot. com. (Suggestions of the ilk that I not encourage metrication will be ignored and possibly deleted, if posted to my LiveJournal).

 additions 15 USC 1453
(a)(2)(A) The net quantity of contents (in terms of weight or mass, volumetric measure, linear measure, measure of area, or numerical count) shall be separately and accurately stated in a uniform location upon the principal display panel of that label, using the most appropriate units of both the customary inch/pound system of measure, as provided in paragraph (3) of this subsection, and, except as provided in paragraph (3)(A)(ii) or paragraph (6) of this subsection, the SI metric system of measure; The purpose of this modification is to remove the requirement of U.S. Customary Units on package labels and to clarify the acceptable types of measures.
(a)(2)(B) The net quantity of contents (in terms of weight or mass, measure, or numerical count), in addition to the SI units required in paragraph (2)(A), may also be stated in the customary inch/pound system of measure provided that-- The purpose of this new section and its sub-paragraphs is to allow U.S. Customary Units on the package label, if the packager wants to display U.S. Customary Units in addition to the required metric units.
(a)(2)(B)(i) the net quantity of contents stated in the customary system is displayed on the line below the display of net quantity of contents in the SI system of measure enclosed in parentheses; The purpose of this section is to provide a standard location of U.S. Traditional Units in relation to the SI metric units on a label.
(a)(2)(B)(ii) as an alternative to the display method in paragraph (2)(B)(i), the net quantity of contents stated in the customary system is displayed on the same line as and following the net quantity of contents stated in the SI system and enclosed in parentheses; The purpose of this section is to provide a standard location of U.S. Traditional Units in relation to the SI metric units on a label. This is designed to be the only acceptable alternative to (2)(B)(i), if customary units are displayed.
(a)(2)(B)(iii) the display of net quantity of contents in the customary unit measure is printed in the same typeface and weight no smaller than 50 percent and no larger than 75 percent of the line-height size of the display of net quantity of contents in the SI unit measure; The purpose of this section is to allow some flexibility in printing but require that the U.S. Traditional Units be printed in a way that USTU display is less prominent than the metric display. This section is designed to prohibit packagers from making the U.S. Traditional Units more prominent than the metric units.
(a)(2)(B)(iv) the printed characters of the customary unit display are legible; If printed, the U.S. Traditional Units must be legible.
(a)(2)(B)(v) if both sets of units are displayed on the label on any part of the package, then both sets of units must be displayed wherever units appear on the label; If the U.S. Customary units are included anywhere, then they must be included everywhere. I want to revise this make sure that the Nutrition Facts label does not require dual units if dual units are not used on the front of the package.
15 USC 1452(a)(3)(A) (i) if on a package labeled in terms of weight in SI units, shall be expressed in terms of the largest whole unit (tonnes, kilograms, grams, or milligrams, as appropriate) carried out to not more than three decimal places. The customary units , if displayed on a package labeled in terms of weight, shall be expressed in pounds, with any remainder in terms of ounces or common or decimal fractions of the pound; (ii) if on a package labeled in terms of liquid measure, shall be expressed in terms of the largest whole unit of volume (kiloliters or cubic meters, liters, or milliliter, as appropriate) carried out to not more than three decimal places. The customary units , if displayed on a package labeled in terms of liquid measure, shall be expressed in the largest whole unit (quarts, quarts and pints, or pints, as appropriate) with any remainder in terms of fluid ounces or common or decimal fractions of the pint or quart; (iii) if on a package labeled in terms of linear measure, shall be expressed in terms of the largest whole unit (millimeter, meter, or kilometer, as appropriate) carried out to not more than three decimal places. The customary units, if displayed on a package labeled in terms of linear measure, shall be expressed in terms of the largest whole unit (yards, yards and feet, or feet, as appropriate) with any remainder in terms of inches or common or decimal fractions of the foot or yard; (iv) if on a package labeled in terms of area shall be expressed in terms of the largest whole square unit (square millimeters, square meters, or square kilometers, as appropriate) carried out to not more than three decimal places. The customary units, if displayed on a package labeled in terms of measure of area, shall be expressed in terms of the largest whole square unit (square yards, square yards and square feet, or square feet, as appropriate) with any remainder in terms of square inches or common or decimal fractions of the square foot or square yard; (v) if on a random package, may be expressed in accordance with paragraph (3)(A)(i) of this subsection; Proposed deletions: 15 USC 1453(a)(6) The requirement of paragraph (2) that the statement of net quantity of contents include a statement in terms of the SI metric system shall not apply to foods that are packaged at the retail store level.
